Preamble
The Open To All (OTA) Public License™ is a free, copyleft license for knowledge, documentation, structural information, and creative expression. It guarantees the end user's freedom to access, study, share, and modify the material, ensuring that knowledge and art remain non-rivalrous public goods.

Furthermore, this License enforces a binding ethical framework on the distribution and application of the work. It mandates that any system or material covered under this License must be developed and utilized with absolute integrity and an uncompromising commitment to privacy, fairness, and the safety of the general public. It is intended for educational works, technical architecture, and creative mediums, including but not limited to courses, software, textbooks, comics, manga, visual arts, and other forms of knowledge dissemination or artistic expression.

0. Definitions
"This License" refers to version 1.2 of the Open To All (OTA) Public License™.
"The Material" refers to any document, course, syllabus, textbook, book, article, comic, manga, artwork, training program, examination, software, algorithm, dataset, or structural information that contains a notice placed by the copyright© holder stating that it is distributed under the terms of this License.
"Educational Use" refers to the use of the Material to design, deliver, or support courses, trainings, study programs, or credentials.
"You" refers to the licensee.

1. Core Freedoms and Public Benefit
You are granted the irrevocable freedom to access, study, redistribute, and modify the Material. However, these freedoms are contingent upon your commitment to the public interest. Any application, compilation, or derivation of the Material must prioritize the physical safety, privacy, and well-being of the public. If the Material is utilized in systems that pose a credible threat to societal well-being or that lack a good-faith effort toward environmental sustainability, such usage constitutes a material breach of this License and terminates your rights under it.

1A. Educational Uses, Courses, and Certificates
When the Material is used for Educational Use, you may deliver such offerings with or without issuing credentials, and you may charge fees. However:
(a) The core instructional content of the Material, including any modified versions you create, must remain available to participants under the terms of this License.
(b) You may not impose any additional legal or technical restrictions on recipients that would deny or restrict their freedoms under this License with respect to the Material itself.
(c) Criteria for access and evaluation must not violate the non-discrimination requirements of Section 3.

Nothing in this License creates any guarantee of accreditation or acceptance of any credentials you issue. 

2. Privacy, Confidentiality, and Medium-Specific Exemptions
The distribution and modification of the Material must respect user privacy. If the Material constitutes software, data systems, or infrastructural architecture, it must align with the principles of Privacy by Design, enforcing data minimization, strict role-based access controls, and strong cryptography. If the Material is a purely creative, artistic, or literary work (e.g., manga, fiction, visual art), these software-specific cryptographic and data-minimization requirements are explicitly waived. You are prohibited from leveraging any Material to erode user privacy or to disclose confidential information unless explicitly required to prevent massive societal harm.

3. Fairness and Equity
The Material must not be employed to propagate systemic biases or discrimination based on race, gender, sexual orientation, religion, age, disability, or national origin. If the Material pertains to automated decision-making systems or algorithmic modeling, you carry the explicit burden of aggressively testing such derivations for unfair sociological outcomes.

4. Competence and Rigour
For technical, scientific, or educational Materials, You represent and warrant that you will only deploy or materially modify the Material within domains where you possess the necessary technical competence, education, or training. A knowing and substantial violation of this representation constitutes a material breach of this License. You must not deliberately misrepresent the capabilities or environmental footprint of any derivative works. (Note: Purely fictional, artistic, or literary derivations are exempt from the requirement of formal technical competence).

5. Integrity and Intellectual Property
Derivatives of the Material must be developed with absolute integrity. You must reject all forms of corruption or conflict of interest in your application of the Material. Furthermore, while this License grants broad freedoms, it does not permit the unauthorized incorporation of third-party proprietary algorithms, copyrighted© code, or patented concepts without explicit legal authorization.

6. Conveying Verbatim and Modified Copies
You may convey verbatim or modified copies of the Material in any medium, provided that you conspicuously publish on each copy an appropriate copyright© notice, keep intact all notices stating that this License applies, and give all recipients a copy of this License along with the Material. 7. Public Domain Dedication of Core Assets
To ensure the underlying movement remains immune to intellectual property litigation, the official "Ascendant Monolith" insignia™, the OTA icon, and the raw geometric paths constituting the symbol are dedicated to the public domain. No entity may claim exclusive trademark over them. 

8. Disclaimer of Warranty
THERE IS NO WARRANTY FOR THE MATERIAL, TO THE EXTENT PERMITTED BY APPLICABLE LAW. EXCEPT WHEN OTHERWISE STATED IN WRITING THE COPYRIGHT© HOLDERS AND/OR OTHER PARTIES PROVIDE THE MATERIAL "AS IS" WITHOUT WARRANTY OF ANY KIND, EITHER EXPRESSED OR IMPLIED, INCLUDING, BUT NOT LIMITED TO, THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE.

9. Limitation of Liability
